Summary of the House Committee Version of the Bill

SCS SB 1045 -- CROSS BURNING

SPONSOR:  Kinder (Haywood)

COMMITTEE ACTION:  Voted "do pass" by the Special Committee on
Urban Issues by a vote of 7 to 0.

This substitute makes it illegal to burn a cross with the intent
to intimidate any person or group.  This crime is a class A
misdemeanor and a class D felony for any subsequent offense.

FISCAL NOTE:  No impact on state funds in FY 2005, FY 2006, and
FY 2007.

PROPONENTS:  Supporters say that the bill is necessary to make it
illegal to burn a cross in Missouri.

Testifying for the bill was Senator Kinder.

OPPONENTS:  There was no opposition voiced to the committee.
